【摘要】:1.1ThisTechnicalSpecificationprovidesrecommendationstoserviceproviders(andtheirsubcontractors)foreffectiveandefficientmanagementpolicyandproceduresforinstalling,testing,operatingandmaintainingasocialalarmsystem,includingtechnicalfacilitiesandorganisingassistance.1.2ThisTechnicalSpecificationcoversthefollowingaspects:a)generalservicestandards;b)relationshipswithusers;c)installationinauser'shome;d)alarmreceivingservices;e)testingandmaintenance;f)responsearrangements;g)visitstotheuser;h)operationalrecords;i)sub-contractarrangements;j)staffing;k)riskmanagement.NOTETheeffectivenessofasocialalarmsystemislargelydependentuponthemanagementofthesystemanditsintegrationwithotherservices.1.3ThisTechnicalSpecificationappliestothedeliveryofsocialalarmsservicesbyorganisations,whetherthroughtheuseofpaidorvoluntarystaff.Itdoesnotapplytotheuseofsocialalarmsystemstoenhanceinformalarrangementsbetweenanindividualandtheirclosefriendsandfamilyfortheprovisionofassistance,althoughitmayprovideadviceontheissuesthatsuchindividualsmayneedtoconsider.
